[Commotion-admin] [commotion-client] cx_freeze build configuration (#19)

cx_freeze has basic functionality per https://github.com/elationfoundation/commotion-client/commit/50c94cadac5b419bd5b2f44520cae4e82e1ac202 Because this is resolves, even in spite of the massive overhaul to extensions that this transition requires, this issue is being closed.
