[Commotion-admin] [mlab-observatory] At 0 samples, break line instead of representing value of 0 (#22)

The UI for 0 sample datapoints is fairly misleading, as it implies that the data value is 0.

We'd like to change the behavior so that the line breaks when samples go to 0.
