[Commotion-admin] [mlab-observatory] Hover info in daily view should display single day (#23)

Chris, not sure if I'm understanding correctly. This looks like the hourly view? The tooltip looks right in that it's showing there are 111 samples with a median of 16.43 Mbps for 8PM for all of August 2014. I may be misunderstanding here..
