[Commotion-admin] [commotion-router] Add custom commotion upgrade utility (#130)

The new version of Commotion Service Manager could benefit from this, since upgrading will require some compatibility-related changes to UCI configs. It would probably be a better solution than just packaging a version-specific UCI-defaults script.
