[Commotion-admin] [definitions-web-site] add compare by country (#9)

[georgia bullen]

in the case of multiple definitions from a country, show each definition.

This should be in a table view, where each definition is a column:

By Country | Country 1 | Country 2
------------ | ------------- | -------------
Source | Source 1 | Source 2
Year | Year 1 | Year 2
other fields | etc | etc
