[Commotion-admin] [commotion-docs] Add links to Commotion lists on Feedback and Bugs page (#300)

These pages should have a few sentences at the top directing people to join the Discuss or Development list (or both). If folks aren't interested in joining the lists, they can still send an e-mail to the support address, though responses will be slower.
