[Commotion-admin] [mlab-browser-ext] Global preference for Exporting/Clearing saved local test data (#30)

The Extension preferences should include an Export all test data function, as well as a Delete existing test data function. These should be in the Add-on Preferences page, global to the whole extension across all tests (reference #23) Individual tests could use the same function, but with a flag to only export/clear the individual test data (reference https://github.com/opentechinstitute/mlab-browser-ext/issues/25#issuecomment-57913198)
