[Commotion-admin] [mlab-observatory] Update names of all metrics for readability (#1)

The names of all metrics should be updated to remove underscores and add capitalization:
packet_retransmit_rate  > Packet Retransmit Rate
minimum_rtt  > Minimum RTT
average_rtt  > Average RTT
