[Commotion-admin] [mlab-observatory] Update names of all ISP Combinations to reflect current names & readability (#2)

One ISP should be renamed in the display, and the others presented with appropriate capitalization of names:
Voxel > Internap
at&t x Voxel  > AT&T x Internap
comcast x Voxel  > Comcast x Internap
centurylink x Voxel > Centurylink x Internap
cox x Voxel > Cox x Internap
cablevision x Voxel  > Cablevision x Internap
twc x Voxel  > TWC x Internap
...
