[Commotion-admin] [mlab-observatory] Add ability to link to a particular selection/view in the visualization (#7)

Part of the spec for Observatory includes the ability to provide the ability to link to a selection/view, suitable for sharing elsewhere. For example, as a user, I select a particular set of combinations and date range and then can copy a link to that selection. I post it to Twitter and if someone clicks on it, they see the selected view that I had put together.
