[Commotion-admin] [commotion-docs] Jekyll bug fixing (#286)

A few suggested changes:
* Change _config.yml to direct Jekyll to port 4000, rather than port 80. It can then be run non-root (preferred).
* Fix "build warning" on compile time:
```
Build Warning: Layout 'none' requested in fr/blog/feed.xml does not exist.
Build Warning: Layout 'none' requested in blog/feed.xml does not exist.
Build Warning: Layout 'none' requested in es/blog/feed.xml does not exist.
```
