[Commotion-admin] [mlab-observatory] Explore View: Hovering over a line should display tooltip indicating what it represents (#17)

It's hard for the user to discover what each line in the Explore view represents. It seems like the only way for them to do this is to trial & error select different ISP combinations until the line they're interested in lights up. We should display a tooltip over the graph whether or not it is selected.
