[Commotion-admin] [mlab-observatory] Explore View: Tooltip should display over nearest datapoint (#18)

It's pretty hard to get the tooltip to display in the Explore view because the user has to get the cursor to within about 5px of the datapoint. It would be nice if whenever the cursor is in the graph, we see a tooltip for the closest datapoint to the cursor.
