[Commotion-admin] [luci-commotion] Apps not being removed from neighbor nodes when deleted locally (#423)

When local apps are deleted from a node through the LuCI admin page, they are not being removed from neighboring nodes. Avahi should send out removal notices, but due to the unreliability of mDNS over mesh, these notices are often not received.
