[Commotion-admin] [luci-commotion] Disabling dashboard submission does not remove node from dashboard map (#424)

After turning on the dashboard submission on a node, confirming that it is sending data to our dashboard, and then disabling the dashboard submission, the node still shows up on the dashboard map, even days after submission was turned off.
