[Commotion-admin] [commotion-router] Interfaces set to only request DHCP leases also sometimes give them out (#143)

According to testing in pursuit of Commotion Router v1.1 final, it appears that sometimes when an interface is set to always act as a DHCP client, it sometimes also acts as a DHCP server. Requires further testing.
