[Commotion-admin] [ndt_js] Create div for messages outside of the SVG (#2)

Right now messages are displayed inside the SVG div.  If a message is too large to fit inside the div, then it spill over the edge and looks broken.  Error messages should appear outside of the div, and perhaps other messages too.
