[Commotion-admin] [luci-commotion] Error when changing application hop count (#463)

When updating an application announcement, or creating a new one, if you change the hop count to something other than 5 (the default), the /admin/commotion/apps/edit_submit page shows error: “Failed to add application”

To reproduce, create a service announcement with a hop count set to 3.
