[Commotion-admin] [mlab-observatory] Observatory has confusing UI for new sites (#49)

We added several new sites after Observatory v1 and Observatory has a confusing visualization for these. For example, ord04 (GTT) does not have data until October 1, 2014, so if you view data for that site before that date, it looks like no data is selected.
