[Commotion-admin] [mlab-observatory] Observatory forgets user splash screen preference every time we push new data (#55)

The splash screen the comes up when the user first visits the tool seems to come back every time we update Observatory data. If the user doesn't want to see the splash screen anymore, we should remember that preference through data updates.
