[Commotion-admin] [mlab-observatory] Deleting old aggregation scripts, renaming main aggregation script to main.py (#38)

This deletes the previous aggregation scripts, as convert_from_telescope replaces them.

US_mlab-sites-transit-provider.csv looks like it is necessary, but it appears to be a stray extraneous file as nothing refers to the file and static/observatory/metadata/codeMap.csv contains a the same information + a "metro" column.
