[Commotion-admin] [luci-commotion] Add profile upload support on setup wzard welcome page (#88)

There is a mock-up of this page somewhere at OTI in the 1.0 quickstart design docs which @georgiamoon might still have. The idea was to give the user a simple, easy to understand overview of the upcoming setting changes.  So it woudl have actually mined information from the node about the current settings, what the user had modified from those settings, and then organize it into a digestible way with links to the pages needed to configure it so that the user could make sure what they were about to do would not break the functionality they need.
