[Commotion-admin] [mlab-observatory] Converter: Automatically regenerate all metadata files (#74)

Every file in static/observatory/metadata/ should be regenerated and/or validated on every run of the converter. This ensures that when new sites/ISPs are added, they are automatically inserted into the relevant files.
