[Commotion-admin] [dataviz-project] Idea: Integrate CKAN with apt-get (#3)

Nat add detail here, but steps we discussed:

- [ ] reach out to CKAN team to see if this is a) of interest and b) on their roadmap
- [ ] if it is, get involved / be supporters; if it isn't, figure out what it takes to make it happen, and maybe look for funding
