[Commotion-admin] [mlab-observatory] y-axis Scale is based on hidden datasets (#62)

The y-axis scale is calculated incorrectly when the user selects "Hide all other lines" as it does not recalculate the scale to exclude the other lines. If the user is only interested in a single dataset, the y-axis scale can be too large, as in this example:
