[Commotion-admin] [mlab-observatory] Caching hides data updates (#63)

There seem to be caching issues in Observatory where, after an update to the live Observatory site, the user's browser caches data from before the update and doesn't attempt to retrieve the latest CSV. This prevents users from seeing the latest data.
