[Commotion-admin] [mlab-observatory] JavaScript files contain a lot of dead code (#64)

There are many lines of JavaScript that seem to have been put in for temporary debugging and never removed. In particular lines with `console.log` and lines that have code commented out. These should be removed because they clutter the code and slightly slow the site's loading time.
