[Commotion-admin] [mlab-observatory] Updating Observatory converter for compatibility with Telescope v1.1 (#91)

It's a bit klunky to refer to `telescope.utils` as `telescope_utils` but this was the best solution @collina and I could come up with that didn't require Telescope to be installed locally on the user's machine (and instead imported as a submodule).
