[Commotion-admin] [commotion-docs] Add guide on APs for mesh networks (#349)

This is a rather lengthy how-to on adding APs to networks, using routers with default firmware or Commotion. This comes from work in the DRC and from observing difficulties in setting up various AP configurations.

@jheretic - Please review the language around APs as pass-through - lines 48 through 59, I want to make sure I'm characterizing the Commotion firewall correctly. Thanks.
