[Commotion-admin] [commotion-docs] Instructions on how to verify signatures contains old keyid (#354)

The instructions on https://commotionwireless.net/download/verify-signatures/ include an old keyid. The keyid should be updated to match the signing key that's actually available on the downloads page.
