I'm almost certain that there is, as the Services->Client-Splash panel
purports to allow precisely this kind of control.  Assuming that the
back-end for the panel is working correctly, that should do it!

Or are you looking for a config option that activates throttling ONLY
if the node is acting as a gateway?
