If by 'bbs server' you mean an old-school dialup or telnet-style BBS,
eBBS (http://ftp.vim.org/ibiblio/system/bbs/ebbs-3.1.1.tar.gz) will
definitely fit the bill. It's extremely tiny (so it'll probaby run on
a router), runs as a shell, and is very robust. I ran it as my BBS
software up until I took my board down in '99.
