We experimented with AHCP in the early stages of Byzantium
development, and it implicitly assumes that there is a single,
centrally managed server handing out configuration information to mesh
nodes that ask for it.  If you're designing from the ground up that's
fine, but it doesn't work for a fully decentralized architecture.
