I'm not quite sure what commotion-linux is, my guess is that you are running
the olsrd-adhoc-setup script.  I can tell you from my experience with various
wifi chips under GNU/Linux, they have widely varying support for adhoc mode,
and configuration via iwconfig.  Some let you do everything with iwconfig at
any time, others require the interface to be down in order change some things,
and others require the interface to be up to change some things.

Sounds like you have one of the devices that requires the interface to be up
in order to config it with iwconfig.
