"Not only is this a health issue — secondhand smoking kills more than 65,000 
people a year — but also a quality of life and pro-business issue, since clean 
indoor air is an attraction to well-educated job seekers. Many workers have no 
other choice but to stay in jobs where they are forced to inhale secondhand 
smoke. Taxpayers often foot the medical bills for employees who are uninsured 
and plagued with the ailments caused by secondhand smoke."
