[Cu-wireless] net visualizer, multicast rate-adaptive voip

The Navy's Protean research group <http://protean.itd.nrl.navy.mil/>
has produced interesting and useful software for their wireless network
research. IVOX is voice over IP for low data rates with a multicast
conference capability. Under Protean Tools, `sdt' is useful for
visualizing networks, and `trpr' will visualize flow rates.
