Presumably the city will be doing some kind of bandwidth throttling between the wireless node and the T1 during regular business hours.  Otherwise, I see us gleefully sucking up all of that tasty, low-latency T1 24/7.  Then again, getting back to basics, that T1 wouldn't exist except for our tax dollars...
