Yes, there's a group, "ChiFi," that is actively looking into ways to
implement a community wireless network serving the Chicago area.  One can

People (including Rob Flickenger, who will be flying in for next weekend's
Wireless Summit) write books on this very issue.  Mainly one just needs a
dedicated group of people who want to start building the system.  But if
you're in the area, the summit would be a good place to get more
information on creating new community wireless networks.
