I am reminded of the number of experts in the late 1980s who predicted that 
the Internet would never amount to much because it was a mere best efforts 
service run by volunteers and start ups, and that the real future of 
packet-switched networks rested in the OSI protocols developed by the ITU 
and endorsed by world governments and major telcos.  I also remember the 
predictions in the early 1990s that the Internet would not scale and would 
collapse under its own weight, that flat rate pricing could never be 
sustained, etc.

There is an artificial constraint on unlicensed -- the current FCC 
regs.  If those are not changed, then congestion will become the reality.
