I assist as a volunteer with community wireless efforts in 
low-income communities in Boston using unlicensed spectrum. Isn't 
it the case that your petition with Intel and Redline would 
allocate all use of that spectrum in Boston to exclusive 
licensees who purchased at auction, and community or government 
wireless initiatives trying to offer free and low-cost services 
would be totally locked out?
