It is difficult to tell until the actual Order is 
released, but it appears that (a) the FCC 
reafirmed its general conclusions from last 
September applying CALEA to broadband providers, 
(b) it rejected exempting any class of ISP at 
this time, (c) the FCC encourages parties to rely 
on trusted third party solutions (this is why 
Verisign is so supportive of CALEA), and (d) the 
concurring statements indicate that private 
networks, such as those used by colleges for 
their campuses, can rely upon their backhaul 
provider to provide CALEA compliance.

More when the Order is issued.
