The Illinois Fab Lab has a laser cutter   http://cucfablab.org/book/tools
Is run by the University, but claims to be open to the community.
They also brought a knife-blade cutter for paper and vinyl stickers to our
Champaign-Urbana Mini Maker Faire the last two years,

Used to have a laser, but I think that they switched to a knife-blade system
a few years back -- They do primarily vinyl sign cutting.
