[Imc-radio] Proposal to suspend Radio list

Hi all -

The radio list is a spam trap and every moderator has taken themselves off
the list except me.  I would like to temporarily disable this list until it
is used again unless someone wants to step up and clean out the regular
spam.

I will turn it off by the end of the week unless I hear otherwise.
