A while back Steering consented to creating an IMC announce list, and I thought someone had said he'd create it on groogroo, but I guess not.

So, can somebody create this?  Make it IMC-announce and make me admin (along with whoever should also be admin).  This list is for important IMC business announcements, not events and such.  Right now all new IMC members will be added unless they've explicitly opted out.
