[IMC-Tech] huge traffic influx

We're getting a HUGE influx of requests to /newswire/update/index.php
on ucimc.org.

My guess is that these are spammers. The requests are all coming from
tons of different IP addresses so I can't just block them out. 

I don't have time to investigate this, can someone look into where
these requests are coming from and how we might block them? (This
could be a reminder about our ongoing need for captchas for posting).
