Dan,
 Internet Outages are treated the same as a cable outage, downtime is
credited after 72 hours, install dates are running about 3 days out.  At
this time we do not support linux server but they are looking in to it.

per gene, we are not able to get/set a schedule date until the service
agreement is signed.

ya my experience here is any time you change cable modems you need to
re-register your new modem.  i have a internal https://insight
something or other addressed that you can go to and manually register
a new modem when you have all the proper account credentials.  i am
assuming this is the same for their business side.  hopefully gene
will reply if this is incorrect.
