[IMC-Tech] Publishing "Scope" Default Setting

On the Publishing page, the menu that determines "Scope" -- or which 
Newswire the article will be published to -- defaults to "Event 
Announcement". I have had to remove numerous articles from this section 
and move them down to where they should be. It would be good if this 
were changed.

If the problem is that drupal formats these menus alphabetically, 
renaming "Global News" to "Elsewhere" would probably solve this issue.
