We actually got a partial answer the morning after the question was raised:
a little before 9AM on 6/27, *all* the delayed e-mail got delivered, at least to me.
I'd assumed at the time that that meant that someone had noted the queued
e-mail (somewhere...) and dislodged it.  Maybe not?

It's puzzling too that several pieces of mail got through promptly
while others were delayed.   It looks as though they were sitting on
mango.electric-pickle.net, whatever that is.
Here's the header from one of the delayed messages
(the timestamps from new.math.uiuc.edu are a bit off, since its clock
was about 13 minutes fast; this really happened about 8:49AM):
