[UCIMC-Tech] Just a FYI, Oncoming Spam

I just enabled CAPTCHA admin links, so admins should be able to add 
CAPTCHAs to any form on the site they want, just by clicking a link on 
that form saying "Add CAPTCHA to this form for untrusted users." I added 
one for stories, I'll add them for the other content types and see if I 
can't get the image CAPTCHAs working.
