[UCIMC-Tech] Notification of Pending List Requests - FAIL

Mike, Phil, Tech,

I noticed this on Friday and attempted some fixes, but haven't had a
chance to fully address it until now. It doesn't have anything to do
with the firewall upgrade. It's rooted in an attempted patch to the
mailing list software to support encrypted mailing lists. I'm not sure
why it only manifested this past weekend.

I'll let you know when I get it fixed.
